Tiivistelmä:The less advanced areas, including Central and Eastern Europe, are so due to their traditional lack of care for quality, innovation and systemic thinking. Now, they are urged to change, and have no time to do it step-by-step. Imposition does not work either. We see that all three characteristics lacking have a lot in common. We suggest to CEE to use the (total) quality concept as a tool to introduce all three of them, and their own competitiveness. Culture needs to change, not only economic incentives; a system of ten conclusions is suggested , and dememorizing of the obsolete (neo)classic business economics that did not have to care for human creativity, as well as of the (neo)classic macro economics, for the same reason. nTheir times are very much over, they are not systemic enough.
