Tiivistelmä:What are the characteristics of universities that make it so difficult in these organizations to conduct a successful personnel management? The changing role of the university in the current context of government and market is outlined; it is emphasized that the universities lag behind other scientific organizations in the field of personnel management; an attempt is made to explain this from the specific perspective of the universities in comparison with other scientific organizations. This discussion results in a stock-taking of the conditions and instruments the universities need to conduct a more efficient personnel management. The author makes out a case for a professional dean as a driving force behind personnel management. Focus is also on the legal status of the staff.
