Tiivistelmä:The Soviet Union is opening up: firms and ministries are receiving greater autonomy to do business with foreign (including Western) firms, a new law is encouraging joint ventures, etc. But the change is slow and sometimes superficial. Sometimes it only means new barrel for old wine. In other cases the Soviets are simply cautious, they are just starting to reform their economy. They still insist on 51% share in joint venture, but accept foreign leadership in day-to-day business. They still prefer barter, but there are plans for convertible rouble. Given the size of the Soviet market, a good deal of Western firms wants to be first.
