Tiivistelmä:Government targeting of so called strategic industries has for some time been a topical issue among economists as well as decision makers. It may be questioned, however, to what extent the formation af strategic trade policies are based on implications of the economic models that are used to justify them. By looking at the characteristics of industries targeted for R&D subsidies, we examine empirically whether economic or political considerations seem to dominate in the formation of government R&D policy. In line with implications based on traditional economic theory, industries characterised by a high technological level of production, along with industries that pay above- normal returns to labour, receive more than average R&D support. On the other hand, industries in decline, along with labour intensive industries are favoured.
