| Tiivistelmä: | "Financial divulge" seriously weakens the function of the state's financial macro control, multiplies difficulties of financial revenue and expenditure of the state and localities, and intensifies contradictions between capital supply and demand. The paper cites the main manifestations of "financial divulge" in actual life, reveals astonishing expenditure waste and income drain and sets forth measures for comprehensive management through analysis of its harm and reasons.
