| Tiivistelmä: | The shift of the government's function would certainly lead to the shift of financial function. The latter is incorporated in the structure of financial expenditure. The tax-sharing system practised in 1994, although it is an important measure in the reform of China's financial expenditure, didn't redefine the government's function and so the irrational structure hasn't been changed. To overcome the difficulties in finance, we must start from optimising the structure of expenditure, that is, reducing administrative expenses and expenses for subsidy and industrial undertakings including culture and cutting down the expenditure for economic construction with an aim at shifting the focus of financial expenditure to the expenditure for public products. |
