| Tiivistelmä: | Since reform and opening up, the rapid growth of administrative expenditure and finance's being in the difficult position have formed a right contrast. The serious irrationality in terms of the distribution of administrative expenditure leads to its low efficiency. This is attributed directly to the dual inflation of administrative personnel and organs, and the softened budgetary constraint. The dislocation phenomena of the government, however, is the in-depth reason. In the near future, we should take measures, such as checking on administrative expense strictly, controlling too rapid growth of administrative expense, simplifying the administrative structure, enhancing budgetary constraint, establishing efficiency-appraising system and strengthening the building of an honest and clearing government. |
