| Tiivistelmä: | Since reform, a striking contrast has been presented between the administrative expenditure growing rapidly and the finance in a difficult position. The serious irrational distribution of administrative expenditure led to the low efficiency of administrative expenditure. In the long run, the solution to the existing problems in this line depends on the success in reforms in the political and economic fields. In the short run, we should conduct strict check on the administrative expenses, simplify the administrative structure, control the authorized size of staff, strengthen budgetary constraint, establish efficiency-appraising system and determine the scientific standard of appropriation given to localities by the central government. |
