| Tiivistelmä: | The function of China's finance should not only be confined to the course of resource allocation but set foot in such fields as income distribution, economic stability and adjusted balance. So it is very difficult to determine the total amount of fiscal expenditure at the present stage. In spite of this, we should not take a passive attitude towards it. Revenue and expenditure are always mutually conditional and have a cause-and-effect relationship between them. So the effective means of developing the income absorbing ability of China's finance is to rationall carve out spheres of duties and responsibilities of the governments at every level in terms of expenditure, strengthen the expenditure respousibility system linking up with revenue and expenditures, and so on. |
