| Tiivistelmä: | The practice of merging government administration with enterprise group into one in the past finds expression mainly in the government's intervening in enterprises externally and monopolizing everything. In recent years, however, with the formation of enterprises groups, the above practice presents a trend of internalization, that is, enterprises' monopolizing everything. As a result, there exist a model of inversive change relationship between the radiation intensity of the government's administrative power and the beneficial results of asset re-organization. The way out lies in the following: realizing civilian-run enterprises, starting with medium-and small-sized ones; pluralization of property rights; reforming the government's management system and standardizing market to make enterprises market subject. |
