| Tiivistelmä: | At present, the problems of regional financial expenditure can be analyzed in four contradictions:1. The contradiction between high-speed increase of total expenditure amount and structural imbalance of financial expenditure. 2. The contradiction between more and more "deficit burden" and consistently increased development needs. 3.The contradiction between income shortage in budget and the large amount of nonstandard financial activities. 4. The contradiction of imbalance of expenditure level and structure between different region and different levels in the same region. So China should begin with internal and external of finance, work for the following tasks: Correctly orient the government works; reduce the supply cost of public goods. 2.
