Tiivistelmä:Of all the flows in a manpower system, wastage is the most fundamental for manpower planning.To a large extent it is the result of individual decisions to leave, and is hence outside the direct control of management.Any attempt to describe wastage patterns must reckon with the fact that an individual's propensity to leave a job depends on a great many factors, both personal and environmental.These factors are shortly described in the introduction of this paper, followed by the presentation of some probability functions of interest in manpower planning.The main object of the paper is to describe the model based on renewal theory, i.e. one-grade system in which no internal differentiation into grades are made.In a renewal model the stocks are given and the object is to predict the flows.The wastage flow 'drive' the system by creating vacancies to be filled by promotion or recruitment.In the second part of the paper the example of using the model for the prediction of recruits in the future is shown using the estimation of replacement rate estimated on past data.
