| Tiivistelmä: | It is common trend for world economic development that more and more people transfer from countryside to town; the scale of cities are growing expand day by day. In early 12 years, the development of city falls behind increasing economy. China being puzzled by economic benefit should not limit the development of city. The reform supply the favorable conditions for peasants transferring into town. The peasants, who already are rich, can be permitted to work and live in city, which will be of benefit to the development of town. |
