| Tiivistelmä: | The efficiency of state-owned economy has been dropping down. Besides the general reasons of economic system and management, another important factor is the negative role the law of varying returns from factors plays in the promotion of efficiency economy. For a long time, our country has neglected the value and research of human resources and failed to realize the objective existence of the laws of the diminishing of the earning ratio of capitals and the increasing of the earning ratio of human resources in our country.
