Tiivistelmä:The main point of the basic thinking of increasing the weight of the market reform is: the organization and operation of the socialist economy should be firmly based on the commodity economy; the management mechanism of enterprises should be changed; the autonomy for "management, pricing, allocation and employing workers" should be given to enterprises; enterprises of various kinds should take the market as the guide, organize flexibly production and management and enhance competitiveness; and governments at all levers should create a favorable market environment. The concrete countermeasure are: gradually abolish directive production plans, directive price and administration intervention; to perfect the commodity purchasing and selling system and to develop the financial market.
