| Tiivistelmä: | Until the 1980s, the United States followed an unbending policy of open multilateral trade. The American position even opposed preferences for developing countries until it became clear that the rest of the world was entirely supportive. Starting in the early mid-1980s, however, the US position changed from a total commitment to free trade to a "two-track" approach resorting to preferential trading agreements as a way to achieve trade liberalisation. |
