| Tiivistelmä: | The default suffered by the Washington Public Power Supply System /WPPSS/ in 1983 is analyzed. Although many factors may have been involved in the WPPSS project collapse and default, the least understood and perhaps most important was inadequate management. Why and how poor management helped lead to the default suggests important lessons for managers. The recognition, that in spite of the freedom and power it had, was never managed in a business-like fashion, is important for the development of good public enterprise managers and adequate state and local government public enterprise oversight mechanisms. |
