| Tiivistelmä: | The paper argues, through the analysis of the technological structure of Shanghai's small enterprises, that they have not yet become the important source of technological innovation. It is an urgent problem of policy for them to play the promotion role in the up grading of Shanghai's economic structure. The orientation of the policy is to foster and help the small enterprises with high and new technologies instead of the traditional ones. |
