| Tiivistelmä: | Barriers to the application of project-management concepts outside entrepreneurial system. The paper examines the concepts of administration, gestion, management, and project. After concluding that management is the optimization of the results that can be obtained from the use of resources, to generate a profit, the paper concludes that certain institutions, such as some government administrations and some other nonprofit organizations, are not capable of applying project-management concepts and culture. The paper considers how government administrations should convert to management practices, and use project management as the tool to make more efficient use of tax resources. |
