Tiivistelmä:This article investigates the costs and benefits of the US Environmental Protection Agency's (EPA's) Clean Air Interstate Rule (CAIR) and the Clean Air Mercury Rule (CAMR), both proposed in 2004. To model explicitly the emissions of sulfur dioxide (SO2), nitrogen oxides (NOx) mercury and carbon dioxide (CO2) the authors integrate four models encompassing electricity sector, atmospheric transport of air pollutants and environmental and public endpoints affected by pollution. The results suggest that costs of regulation as well as the emissions levels for SO2 and NOx are substantially influenced by the manner of mercury emissions regulation, and that the economic benefits of CAIR and CAMR exceed clearly the costs of both rules.
