| Tiivistelmä: | Surplus economy is the inevitable outcome of China's 20-year market-oriented economic reform and open policy , with the obvious characteristic of structure conversion period such as low-level surplus economy, flimsy economic foundation, the coexistence of surplus and deficiency, etc. These factors seriously restrict China's economic growth speed. Therefore, not only should we highly coordinate and make effective the policies of finance, currency, industry, investment, employment, allocation, circulation and consumption, but we should also change the development strategy that efficiency is given priority and fairness is considered concurrently. We should take fairness-based and the efficiency-centered strategy, strengthening human resources investment and scientific and technological innovation and creating perfect social security environment. |
