| Tiivistelmä: | State-owned commercial enterprises are now faced with the problems of low efficiency, lack of vitality and so on. So the management mechanism of commercial enterprises must be reformed so as to promote them to develop towards the goal of "autonomous management, being responsible for their own profits and losses, self development and self-restraint". The short-term measures to realize this goal are to perfect the contract responsibility system of large and medium-sized enterprises, to standardize the share-holding system, to expand pilot areas, and to explore ways of realization of reform of State-owned small commercial enterprises. |
