| Tiivistelmä: | The difficulties: First, an indefinite property right relationship causes the lack of prerequisite to form a modern enterprise system. Second, the administrative attribute of enterprises causes the lack of correspondingly complete guarantee to form a modern enterprise system. Those difficulties hinder the reform of state-owned enterprises from going deep. The reasons are: our comprehension on the issue of ownership still remains on the level of traditional understanding, and in practice, the reform of state-owned enterprises is still carried out according to the principle of the right of ownership separating from right of management. |
