| Tiivistelmä: | Firstly, to reform the structure of single ownership existing in the original "ownership by whole people", then to establish a corresponding economic structure or property right structure. Secondly, to establish the structure of management relation and management right between the state and enterprises according to the requirements and specialties of their economic activities. Thirdly, every enterprise or unit must practice the independent economic accounting, and be responsible for its own profits and losses, adhere to the principles of mutual aid and mutual benefit/exchanging at equal value. Lastly, to establish a corresponding social consumption basis to lighten the enterprises' burden. |
