| Tiivistelmä: | In the transformation of turning State-owned enterprises into corporations, the more important thing is to reorganize the traditional property rights relations of state-owned enterprises to shape a new property organizational form in conformity with the requirements of share-holding corporations, besides the clear-cut property rights relations. Therefore, the property rights of state-owned enterprises must be redefined and the ownership by different levels adopted; Powers should be delegated to manage "state-owned" assets; Corporations should have the ownership of legal persons. Neither the separation of ownership and operational rights can be talked generally, nor the guiding function of the theory of "the separation of ownership and operational rights" on the reform of enterprises denied totally. |
