| Tiivistelmä: | The three objectives which state-owned enterprises should achieve in their operation are 1. Labourers should have a higher labour efficiency and show deeply their concern over assets; 2. Establishing an operational mechanism which can not only promote but constraint managers; 3. Guaranteeing the added value of state-owned assets. To this end, enterprises should settle such problems as dynamic optimization of industrial structure and product structure, establishing mechanisms for inspiring and constraining managers separately and dealing with the relations between the development of enterprises main business and that of their tertiary industry . |
