| Tiivistelmä: | This paper puts forward the following countermeasures to reform the present state-owned enterprises: 1.Strengthening the function of the Administrations of State-Owned Assets. 2.Treating the present enterprises in the following four ways: The State operates enterprises directly; The State leases collective capitalist enterprises; The State leases collective-owned enterprises, and The State-owned assets are sold in a lump. Besides, a certain number of enterprises may as well be closed, bankrupted or dismissed. In addition, to reform the state-owned enterprises, the first thing to do is to settle well the problem of resettlement of the surplus laborers. At present, there are about 20 to 30 million redundant workers in industrial enterprises. To solve this problem, we may send the redundant workers in big cities to medium or small cities to countries. |
