| Tiivistelmä: | The problem of surplus workers is one of the important problems which must be solved in the reform and development of state-owned enterprises. The effective way to do so is to regard the surplus workers as the wealth of enterprises rather than enterprises' burden and to put such an idea into practice by establishing "human resource company". The company made up to the surplus workers has the following characteristics: The company's staff must have multi-skills through training; Its aim is to provide other companies with service; The company needs to reorganize staff according to the demand of market. |
