| Tiivistelmä: | The guiding ideology and basic principles for the reform of social security system are as follows: security is separated from working units. In terms of the basic security, popularization, socialization and integration will be realized. The level of basic security should be moderate. Rights, fairness and self-security are combined with obligations, efficiency and mutual security respectively. Through reform, we will establish a new social security system featuring being implemented extensively, unified basic security, diversified fund channels, multilevel-level security structure, various forms of security, combination of personal savings with the centralized social security, unification of decision-making and socialization of management. |
