| Tiivistelmä: | First, we should settle the problem of positioning of laborers' rights and interests. To this end, we should draw the merits of share-holding system, such as clear-cut property rights and clear-defined rights and responsibilities on one hand and cast off its one-sidedness on the other hand in a bid to seek the optimal comprehensive benefits of resources by compromise between capitalist method and the method of putting labor above everything else. Second, starting from interest relationship, we should improve the organizational work of reform of enterprises with interest mechanism as the basis for the development of modern enterprise system and the training of high-quality operators Third, we should solve the problem of industrial structure through market and administrative means under the central government's overall planning. |
