| Tiivistelmä: | The external environment of state-owned enterprises involves such major matters as the establishment and perfection of market mechanism, the management mechanism of state-owned assets, the scope definition of the fields state-owned enterprises extend across, the establishment and perfection of social security system and reform of housing system. First, the reform of state-owned enterprises must have the necessary social security system as guarantee. Second, the management system of state-owned assets, which is under experiment needs to be perfect so as to make clear the property rights relationship between the state enterprises and thereby the next-step reform will be carried out smoothly. Third, the management system of the government is the key to reform of state-owned enterprises. |
