| Tiivistelmä: | There are two ways available for reform of state enterprises: strategic readjustment to transfer to non -competitive sectors or convert the mechanism of state enterprises in current competitive sectors to stock system. There are three problems needing solutions. 1 The current state assets management system needs to be converted. The government and enterprise will be separated only when all the state assets are under the control of a single unit -State Assets Management Committee. 2 The rational flow of state assets should be promoted. They are speeding up assets flow while production management is put into effect, adjusting the methodology for assets evaluation to put an end to investment cost method.3 Rational income distribution system should be established and standardized. |
