| Tiivistelmä: | The goal and direction of the reform of the state-owned enterprises should be further made clear; the state-owned enterprises should be reformed according to their various types and their modern system be established quickly. It is proposed to regulate their structure and to optimize the allocation of the state-owned assets. The system to manage and supervise over effectively them should be set up, and the separation of the administration from the enterprises be realized. The process of turning the state-owned enterprises into the company system ones should be quickened in an attempt to realize the pluralism of the investment entities. |
