| Tiivistelmä: | The key to set up a modern enterprise system is to clear the relationship of property rights of state- owned firms. Its crux is to separate the property ownership rights from legal entities' property rights. The important precondition is to establish a new managing and operating system of state assets. While re-creating enterprise property rights' system adopting share-holding corporate system, common competitive industries should be carried out flowing and perfecting combination of existing state assets and their increments. Reforming state firm system will adjust and change enterprises' ownership. It is therefore important to hold the dominant position of the public ownership and its realizing mechanism in an all-round way. |
