| Tiivistelmä: | The paper points out five important elements. 1.Methods of Pilot Enterprises Experimenting Share-Holding System issued by the government and other pilot reform plans have obvious limitations. The proportion of state-owned shares is too high and can not be circulated. 2.The market environment is not perfect and laws and regulations are not complete. 3.Enterprise behaviors are distorted. 4.The degree of participation of employees is low. 5.Many enterprises suffer losses. |
