| Tiivistelmä: | Enterprise groups being authorized to manage the state property is an important component of the reformation of property right system. The departments of the state property administration play the role as the authorizing side, and the enterprise groups, correspondingly, the authorized side. The key duty of both sides is responsible to the value guaranteed/ increment of the state property. The existing problems are: not yet to free themselves from the rigid tendency of thinking of the government administration; the binding mechanism of properties being not yet set up; dual systems; group companies are still powerless. |
