| Tiivistelmä: | To reform the state-owned enterprises, we should get rid of the thought that enterprises are owned by government and managed by enterprises. Through the joint-stock system, the property right of most enterprises should be transformed into that possessed by the law man and individuals from government's ownership. As for the industry or enterprise that have to be monopolized by the government, the direct management is still the proper form to adopt. Otherwise, no one will be responsible for enterprise's property right, which in turn leads to a waste of property by society. |
