| Tiivistelmä: | The property rights system of China's traditional public ownership enterprises have the basic shortcoming: staffs had never become firms' real hosts. During previous reform period, contract responsibility system hadn't concerned the property rights system; changing firms into share-holding systems hadn't found the realistic approach to making staff become firms' real hosts; there is no common sense that selling property to staffs although it is successful. This paper puts forward the following suggestions: staffs share the firms' property rights formed by added assets, that is to say, the staffs in small state firms and collective firms share all the added assets;the staffs in large-and medium-sized state firms share the property rights formed by added assets. China should clear property rights. |
