| Tiivistelmä: | At present, in terms of the setup of stock rights of enterprises practising joint stock partnership system, their staff and workers are mainly the stock holders. This will favour clarifying property rights relations. But it will possibly lead to lack of external restraint of enterprises Besides, a strong equalitarian and decentralized tendency is also embodies in such a setup of stock rights. As to the stock-holding proportion of managers, it should be determined according to the concrete conditions of enterprises and the opinions of staff and workers rather than depending on the administrative order. In the operation of joint stock partnership system, the government must change both its ideology and concept and its status and function. |
