| Tiivistelmä: | This paper first analyzes the problems existing in the transformation of shareholding system of state-owned enterprises. Then it points out that the key to solving the problems like "the functions of the government and enterprises and the functions of the government and administration of state-owned assets, which are all not separated" and "being controlled by the insiders", is to establish an efficient corporate governing mechanism. Priority should be given to optimizing the structure of enterprises' capital stock. Only in this way can the efficient corporate governing mechanism be formed and enterprises extricate themselves from a predicament that the undue administrative intervention and "being controlled by insiders" co-exist. |
