| Tiivistelmä: | Since the rural reform, contradictions in agriculture have become gradually contradictions between the State, the sector, the local government and farmers. The measures to solve these contradictions are: to define the limits of interests and standardize interest behavior; to change preferential policies towards industry and urban areas and to lower the level of accumulation provided to the national economy by agriculture; to separate the policy-making functions from management functions of the sector and to standardize the interests and behavior of the sector; to standardize the behavior of towns and counties; to establish the states as a legal person of farmers' household business and provide legal protection over their interests. |
