| Tiivistelmä: | In an influentional article on Soviet nationalities published more than 25 years ago, John Armstrong labelled the Ukranians and Belarusians "younger brothers", meaning they were overwhelmingly rural, "low in education, low in cultural mobility, and culturally close to the Russians." This article will compare and contrast the views and policies of Ukranian and Belarusian foreign affairs decision makers. The author will also offer some historical perspective on the problem of national identity in Ukraine and Belarus. |
