| Tiivistelmä: | In their previous analyses of the trnsformation process in the Republic of Belarus, the participating institutes (DIW< IfW and IWH) emphasised two main characteristics. Firstly, a deep mistrust within policy-making organs of market forces and institutions. This has led to a multitude of discretionary interventions, the aim of which has been to slow down, if not actually reverse, the reforms. Secondly, the country the cuntry has sought to establish as close as possible economic and political ties to Russia in order to regain access to cheap energy and sales markets. |
