| Tiivistelmä: | Tax fund economy is the organic combination of governmental function transfer and market mechanism under the system of socialist market economy. The set-up of tax fund economy will benefit the separation of government and enterprise and the transfer of governmental function. Facts have indicated that tax revenue has become the basic precondition in governmental actions and even all kinds of activities. Actions to be taken include changing the concept and enhancing the awareness of service, adhering to tight sequence for financial expenditure and improving investment environment, encouraging business initiatives and investment attraction, absorbing tax fund, guiding with policy, coordinating service and cultivating tax fund so as to make concerted effort for common purpose. |
