Tiivistelmä:This article investigates institution building and the problems of collective action that make institutions to regulate the self-interested activity of organizations and facilitate the production of protection of resources that collectively benefit organizations. The key to institution building is the presence of competing groups of organizations. This allows cooperating organizations to gain relative competitive advantage over other organizations, and the presence of salient rivals facilitates collective action . The collective action problems and their solutions are illuminated by using the history of tourism institutions at Niagara Falls.
