| Tiivistelmä: | This paper analyzes the status quo and the problems of labour employment in China and also puts forward several suggestions on policy: (1)taking the development of medium and small-sized enterprises as the main growing point of expanding employment during the period of the Ninth Five-Year Plan; (2)laying solid foundations of agriculture to create reliable conditions for the shift of rural surplus labourers; (3)accelerating the reform of social security system and housing system to gradually create basic conditions for the flow of labourers; (4) implementing, in a down-to-earth manner, the project of reemployment of the unemployed and strengthening the guidance of rural labourers in their flow; (5)strengthening the intervention of and control over employment; (6) developing the export of labour service. |
