| Tiivistelmä: | China is different from the western advanced countries and other developing countries in rural surplus labor transferring. The " unbalance " of China's labor supply is, to a great extent, restricted by system factors, including the mode of production, policy on the protection of agriculture, the insufficient effective capital supply and cost of employment as well as the policy environment and the isolation of rural economic communities. So to break the above said constraints, the system must be innovated. The measures to be taken are to cultivate and form a system of urban and rural unified labor market and strengthen macro control. |
