| Tiivistelmä: | To realize the target of people's being fairly "well-off" in rural areas is long-term task for which we should be fully prepared ideologically. Neither the practice of " running into " nor "forcing going up the steps" is desirable . We have to create conditions for the construction towards the target for it needs the background of machine productive force and joining in the operation of market economy. To this end , we should make more efforts to help peasants organize circulation. To realize this target, accumulation is encouraged instead of consumption. The village-run enterprises should also do business according to rules and regulations, have a clear-cut property rights system and a standardized accounting system and integrate with the big industry in an effort to take the road of specialization. |
