| Tiivistelmä: | This paper makes analysis as to the necessity and characteristics of the transfer of surplus rural labour force in China as well as the major problems in this aspect, and finally raises the following countermeasures for realizing the smooth transfer of surplus rural labour forces: 1. establishing the merger restraint mechanism and clarifying the responsibilities and duties of outflowing labour force; 2. perfecting the labour force transfer mechanism; 3. transforming the city development mechanism; 4. tapping the internal potentials of the rural area to enhance the labour-absorbing capacity of agriculture; 5. actively developing the central and western areas to enhance their ability to absorb rural labour force. |
