| Tiivistelmä: | The article is concerned with establishing policy makers' perception at the time that an era of crisis had come to an end. In the first two sections it identifies the evidence that informed this perception in such areas as sales figures, market prices and rates of employee theft. At the same time, the author shows how Stalinist officials expressed their unaccustomed confidence in the economy through new policies towards trade. |
